DANGEROUS CARGO ENDORSEMENT CERTIFICATE, IMEI MUMBAI(LEVEL 1 BASIC)


Once again in this post of mine I will share with you the procedure to get a DCE certificate from MMD, the difference being in the location which is this time Mumbai. In fact most of the process is similar at all places ie you have to fill the form, complete the documents according to the checklist and submit the demand draft. Only the cost will be on a bit higher side if you get the certificate from Mumbai.

  1. The first step is to make 2 demand drafts: one in favour of “ PRINCIPAL OFFICER MMD MUMBAI” payable at MUMBAI for an amount of INR 3000/-, the other draft to be made in favour of “ THE INSTITUTE OF MARINE ENGINEERS(INDIA)” for an amount of 1546/- . Make sure that the demand draft is not older than a week from the day you are applying for DCE. While making the demand drafts please check the details (spelling) on the demand draft and amount , otherwise it will be rejected.


  • Now you are ready with the 2 drafts, just arrange the documents as per the checklist which I will put on my blog. The next thing is get the printout of CDC checker, just log in to CDC checker with CDC NO and D.O.B and get the printout of the page showing the details of your CDC.

  • Arrange the xerox of the following documents as listed below: (for 3 DCE)
CDC Xerox (All stamp pages & printed pages) ( Self attested, name & signature on it) (03 sets)
INDOS NO. Print Out copy xerox(03 Sets)
CDC Checker Printout copy (03 sets)
Copy of Passport ( 1st & last page) (Self attested, name & signature on it) (03 sets)
P.S.T Certificate xerox (03 sets)
F.P.F.F Certificate xerox (03 sets)
E.F.A Certificate xerox (03 sets)
P.S.S.R Certificate (03 sets)
Augmentation in fire fighting certificate (03 sets)
OTFC/GTFC/CTFC Certificate (01 set each)
3 passport size colour photographs (40*30 cms) always carry extra photographs with you


  • Go to the IMEI centre in Nerul, Mumbai sharp at 10 o clock as they take the application only from 10-12 am in the morning. Get the application form from there itself, only 1 form and checklist is sufficient for 3 DCE . you can go to the centre on all working days (MON-FRI) between 10-12 am.

  • Fill the application form , again it is very simple , but fill all the details as per your passport. Fill the checklist which will not take much time ,just write the DD no at right place for all the Dds which you have made , specifying for OIL- dd no, GAS- DD no, and so on.
Similarly fill the course completion separately for oil,gas,chemical in the same checklist. Fill your address correctly along with your contact number.

  • In the application form also the certificate number of the course and name ,place of the institute need to be filled correctly.
Once you are done with all these things, there is an option of writing your name on a page there , so that according to that sequence they will call you inside for verification of documents. The very moment you reach there go and write your name on that page.


  • Just wait for your turn to come, hand over all the arranged xerox copies to the lady sitting over there with the DD and photographs. She will check all the documents and cross verify all your originals from your folder. Within 10 min it will be done, and you will get a receipt from IMEI.


  • Bring that receipt the next day around 3 pm in the afternoon. They will call each one inside and give you the certificates ,scan it and get your signature . Finally you are done with your DC work.

  • Please write your name and contact no on the back side of the DD and also your name on the photographs.



  • If you are new to Mumbai download the app for local train map , and catch a local for Sea woods dharavi station. Get down at the station and take an auto ,it will take 5 min to reach at the IMEI centre (20/-) .

DOCUMENTS YOU WILL NEED BEFORE JOINING A SHIP ( FOR GME CADETS)



  • CHICKEN POX VACCINATION CERTIFICATE :
    If you have suffered from this disease in the past then just get a certificate from your family doctor on a format stating that you have developed the immunity for the disease. If you haven't taken the vaccine please take immediately after completing your GME course. Vaccines can be taken at any local doctor's clinic (INR 1600/-) . some doctors will give you 2 doses and some will settle with a single dose. So that varies according the doctor and place. I am suggesting you to get the vaccine at the earliest because then after 28 days you can get the yellow fever vaccine. ( Ideal period between 2 vaccines is 28 days as per doctors but some of them recommend for 21 days also).


  • YELLOW FEVER VACCINATION CERTIFICATE:
    The next one is yellow fever vaccination , which is very important document in case you are travelling to African nations, or South America. So the process for yellow fever is quite simple at the govt authorized vaccination centres. Only problem is they give vaccines to limited number of people, so kindly go on time to write your name on the paper. Rest all details are there in my blog .


  • DANGEROUS CARGO ENDORSEMENT CERTIFICATE:
    This is the requirement as per DG RULES to get a level 1 DCE for sailing on board ship. Once you complete your BTOCT/GTFC course from your institute and get CDC in your hand , apply for the DCE. You can get the DCE at MMD Mumbai, Kolkata, Goa, Chennai and Kochi. The details for these certificates have already been posted on my blog. I will share the details regarding all the MMD including Chennai and Kolkata very soon. For 3 DCE it will cost you around 15000/- approximately. Cheapest option is from Goa where you can get all 3 dce at only 9500/- ( maximum expenses ).


  • U.S VISA
    The day you receive your CDC in hand or atleast it is uploaded on cdc checker online, just send the email to crewvisa@executiveship.com giving them the details of your name ,passport no,rank, address, roll no, contact no and all the scanned copies of your CDC(ALL PRINTED PAGES). Then you will get a reply from them giving you the details of the ship allotted to you and its IMO number. Along with all these things there will be list of attachments provided to you for filling the DS-160 FORM. If you get any doubt while filling the form ask from the concerned person in ESM office, he will guide you as required. Also take your time while filling the form and make sure that you do not make any mistakes. Once the form has been filled , pay the visa fee at your nearest AXIS BANK branch, and schedule you appointment.   • Once you are finished with all the documents stated above send the scanned copies to cto1@executiveship.com . Even in between timely send your documents to the mentioned email id.


  • Try to manage your time, do it as fast as you can but the courses and all will not be in your hand so do not worry about that. Decide a place and try to finish all your work from the same location whichever is convenient for you.




YELLOW FEVER VACCINATION CENTRE (MUMBAI)



So now its time to start with the documentation work before going on board ship and the first one which comes in the list ,as per requirements is the yellow fever vaccination certificate. There are lots of centres in India where u can easily get the vaccine at 300 INR ,only if you are aware of the procedure and steps. So here I share my personal experience and some sincere suggestions for everyone for getting the vaccine without any glitches.

Presently there are 3 vaccination centres in Mumbai but one is at the airport health organisation and for that you need a confirmed flight ticket. The other one is near MMD Mumbai and recently a new vaccination centre has come up at J.J HOSPITAL, Mumbai. Well I took the vaccination at the MMD centre so I will share the details regarding that. For the newly opened centre u can contact the hospital.

PROCEDURE FOR GETTING THE VACCINE

Well it is quite simple and I will discuss some points which are needed for the vaccination .

  • If you are coming from nearby states like M.P , Chattisgarh, ar any other state try to book your tickets for the CST station , as it is easier to reach the centre without any extra cost of taxi and auto. But in case u couldnt book your tickets for CST ,dont worry just get any local train and reach CST.

  • Now the most important point for getting the vaccine and that is reach the centre before 6:30 a.m in the morning. Well even 7 or 7:30 a.m is alright but to be on a safer side reach by 6:30 a.m
  • once you reach there , then just take a slight turn on left side and at the entry of NAV BHAWAN you will see few people waiting .just ask them for the page where you have to mention your name , passport no. And positively if you reach there by 6 – 6:30 a.m u will be around 20-30 in the serial no. This difference comes because there are lots of agents who write the name for you if u cant reach there early.
  • Now once you have written the name and passport no , u are free to roam around for a while around that place for some time, but try to be there till 8-8:30 a.m , as people around you must see you so that while making the queue they dont create any problem. Get some fresh sugarcane juice, newspaper or do timepass till 9:30 a.m.

  • After 9:30 the office will be opened and the guy who works inside will give you a small briefing, i.e keep 300 cash (change) ,passport (original), a pen for filling the certificate.
  • There will be someone who will volunteer you to form the queue as per the name written on the page. Dont allow any one to get in between. Now at sharp 10 a.m you will be allowed to go inside only after showing your original passport to the person in charge.

  • When you go inside the doctor will tell you about when and under what conditions you cannot take the vaccine. The 2 guys inside will give you the certificate, fill all the details on the certificate as per your passport. There are samples also pasted there . Ask the person , he will get irritated at once but its better to ask him or else ask someone sitting next to you if you have any doubt.
  • Once the certificates are filled they will start sending you inside the room where you will get the vaccine, before that you will give 300 cash to the person in charge and get your receipt and certificate stamped from him.

  • Before getting inside the room prepare your left hand , fold your shirt for getting the vaccine. You will get the vaccine within 5 minutes and then doctor will sign on the certificate and u are free to go. Before leaving check all the details on your certificate.

  • For seafearers its only allowed to go on wednesday, so if you are going on some other days please do not disclose that you are a seafearer, just do not show your CDC and all.
