DANGEROUS CARGO ENDORSEMENT CERTIFICATE FROM MMD ,GOA (LEVEL 1 BASIC)

1. Fill the application form separately for each DCE, ie if you require 3 DCE then 3 application form needs to be filled. ( In MMD, Mumbai only one form is needed for 3 DCE)
2. No complications in filling the form , it is very short and simple, just fill the institute name correctly, date of the course completion, address, name , D.O.B, Place of birth (as written in passport), C.D.C Details correctly.
3. Make a demand draft in favour of “ Pay & Accounts Officer(Shipping)” payable at Mumbai
   for an amount of 3000/-. Make 3 separate demand drafts for each DCE. ( Goa is the cheapest option for those applying for 3 DCE together as you will save 3000 approx )
4. Now the next process is update your seafarers profile on the DG Shipping website (www.dgshipping.gov.in). Just log in with your user name (INDOS NO) & password and update all your educational details like 10^th,12^th, B.E , STCW details, OTFC/CTFC/GTFC details, and also add your authorized documents like passport and CDC to you profile.
   Next is to take the printout of your profile .
5. Ask your institute to update all the details of the courses that you have done from their institute till date.
6. Now get the xerox copy of the documents listed below and self attest on each page of the xerox with your name and signature on it. (for 3 DCE):
   Fire fighting and fire prevention (FPFF) certificate(03 set)
   Augmentation certificate (03 set)
   OTFC/CTFC/GTFC certificates (01 set)
   your DG PROFILE (03 sets)
   2 passport size color photographs for each DCE( keep it in a small pouch)
7. Next process is to fill the checklist and arrange all the xerox copies of your documents as per the sequence given on the checklist. Fill 3 separate checklists for 3 DCE and write the D.D No and date in the given column.
8. Now another work is to get the envelopes. For this you need 2 separate envelopes (1 is common for all ) . In one envelope (34*24 cms) write your name and address , contact no . Paste stamps on this envelope of INR 93/- (distance more than 2000 kms), or INR 79/-(distance 1001-2000 kms).in this envelope you will get your DCE .
9. In the other envelope (40*30cms) write your name ,rank, contact no, e mail , type of endorsement, and contact address.
10. Please bring seperate envelopes for each DCE :      for OIL (GREEN COLOUR )

for GAS(YELLOW COLOUR)

for CHEMICAL (BROWN COLOUR)

• Put all the xerox of the documents in the bigger envelope as required for each DCE. And you need only one green colour envelope which should be self addressed and stamp should be pasted on it.(for 3 DCE)
• In goa its difficult to find brown color envelope and even yellow one ,so it would be better if you carry both, green colour is easily available in all sizes.
• It is my suggestion to carry all your documents xerox and all formalities done prior going to goa, be ready with all your documents. This will surely save your time.
• Finally the stamp you can get from the post office which is in VASCO , just near to the bus stand. Get the stamps of required amount and paste it on the self addressed envelope.
• If you are there in Vasco, go to the MMD office via bike available all over the place , it will take hardly 15 min and 50/- per person . MMD is in headland sada, Goa.
• MMD office working hours are from 9-12 am (MON-FRI)
• Take all your original documents with you kept sequentially arranged in you folder as they will verify all original documents at the time of submission. (only original copy of those documents of which you are giving xerox)
• It will take hardly 10 min , for the person to verify and submit your documents.

Your DCE will reach at your home via speed post within a week (maximum), as in my case it was 3 days.

• For getting the form and checklist just search on facebook Nmdcc Goa , go to the albums of this page, there will be a folder named application and checklist. Just get the printout of the form and checklist for basic level DCE.

You can complete all the formalities within an hour and come back. You can return on the same day and even it is very cheap if you do from Goa . You can get buses for goa which will drop you at Panaji or ask the driver that you have to go to Vasco . He will drop you at a particular point from where you can easily get buses for Vasco. Another option is to book a train ticket directly to Vasco de Gama station (if available). There are frequent buses running between Panaji -Vasco & the govt bus stand and fare is 37/- only. In short DCE @ GOA is fun!!!
